PSE12 download difficulties with Windows Home Basic Vista SP2

After 4 attempts and 4 failures and equally 4 uninstall operations, I have yet to get a functional version of PSE12 purchased online at the Adobe website in Dec, 2013.  Furthermore, my Adobe account does not list this purchase...YES, I do have a copy of the original purchase receipt both hard-copy printed, and pdf-copy-saved, at the time of purchase.  And, yes, my Visa card provider lists Adobe posting this purchase.  However, Adobe never emailed me to confirm my purchase nor give me a link to download the software!  I did register my PSE12 serial number at my Adobe account site a few days later.  That is the only information Adobe shows on my account regarding my as-yet-unobtained PSE12. 

 

I have a 5 year old Dell Inspiron with Windows Home Basic Vista SP2 that also seems to have all the requirements to use PSE12.  I have PSE6 now on the machine, and, really love its features.  I do not view any video on this laptop, i.e. no movies or video games, just occasion short YouTube-type videos.  This is word-processing and image-processing workhorse.  I do a fair amount of PhotoShop work with still images, and, simply wanted the latest upgrade of PSE.  Adobe was offering it at a good sale price.

 

I have been online to chat with Adobe telling me to go through the trial download version, then 'buy' it by giving the serial number.  That worked once, but, did not generate a functional app.  What is Error 105???  I have had at least two phone calls with Adobe, one with a rep who could not help, and, the other with a rep whose foreign accent was almost impossible to understand.  I am hearing-inpaired, and, mere audio-volume enhancement is not always enough trying to speak with someone for whom English is not their native language. 

 

So now what?  I do not have high confidence that Adobe can or will fix this.  I have posted several detailed reports at their security site because I was concerned that my downloads were being hijacked and possibly my credit card information compromised.  They say they do not have my phone number, though it is posted at my Adobe account site.  Adobe Photoshop and Adobe's pdf options are very good programs that I used for years, first with Apple computers, and, then after 2008 with a Windows PC.  Has Adobe become overwhelmed with cyber-security problems?  I'm about at the point where I want my money back.  Can anyone suggest an image-application as good as PSE? Help!
